HIS and Powercolor the same company?

I just got a Powercolor 260X , started benching it and the results say the manufacturer is HIS

Are His and Powercolor the same company?

The card was open box maybe previous owner flashed HIS bios to it?

Nope. Powercolor is a brand from TUL corporation based in Taiwan. (wiki), whereas HIS is an independent company based in H.K. Must be a bios flash

The clocks don't match the HIS and gpus recognizes it as from their database.

I would assume it's possible for one company to manufacturer graphics cards for another company.
But yea it's just as possible that whoever had the card before you flashed the BIOS.

I realized the bios close clocks match the powercolor specs not the HIS. Im returning This card too many problems.
