Seriously Messed up Display with Brand New GTX 780

So I am attempting to play Civilization 5 on my new PC... but GeForce Experience is not providing a fullscreen display or even a good display at that... When I turn off GeForce experience and tune it to the resolution of like 19something by 1080 the right side and bottom side of the screen is cut off... Why isn't my computer displaying correctly? I had to alter the scaling of my desktop to fix that earlier too..

now I have set all to default and the desktop is still outside of the display area
