[i5-750 Overclocking issue] CPU TM Changing multiplier or shuts off under load

I have been trying to overclock my i5 760 for the better part of a week and have been having some weird issues. I narrowed it down to the CPU TM function. When I have it turned and run IBT after about 30 seconds the cpu multiplier drops down to x9. The cpu temp and core temps are below 65 degrees. Im not sure what to do at this point.

Any other questions please ask, Im thinking a new mobo may be needed.

P7P55 LX
H50 for cooling
GTX 660 OC

I've played with the vCore from around 1.18-1.3. The IMC voltage is set at 1.30 just to get it out of the way for now. I've tested it stable 1.25 volts at x15 up to 200 on the clock. So that's not the issue. I turn on the CPU TM function and I have the slow downs at around or just before 50 degrees. When it turned off the computer will just shut down at around 50 degrees.

you are using a motherboard with no VRM cooling make sure you have proper cooling for cpu and VRM before overclocking
your motherboard is getting the CPU underclocked for safely purposes as the VRM temps are high
get HWmonitor figure out your VRM temps if they are high at idle around 90C+ u might wanna lower your overclock or get proper VRM cooling
