The bottleneck issue is irrelevant, and being inaccurately portrayed as a "problem." It isn't a problem. If you are bottle-necking on the CPU@720P, it'll likely be at an insanely high FPS anyway (except in a few games like SC2, which will bottleneck on the CPU no matter what you do), so it doesn't matter all that much. The 270X is actually pretty similar in performance to the "flagship" GPUs from the Phenom II 955 "era," (lots of people ran 720-1080P back then), as such, represents a very "high end" pairing for this CPU.

Most people try to configure the machine to bottleneck on the GPUs instead of the CPU because often the GPU investment is higher than the CPU investment (so it makes sense to try to get the GPUs running at 100% from a value perspective), but honestly, it is an irrelevant consideration in this case. If you want to move the bottleneck to the GPU for the sake of satisfying a mostly irrelevant endeavor, just crank up AA/texture/detail settings until the GPU is saturated. Alternatively, the step down to the R7 260X is actually the correct choice from a value perspective (NOT the HD7850)


The HD7790/260X/HD7870/270/270X/GTX650Ti/GTX660/GTX660Ti are all key value positions for low-resolution gaming, as they have high shader to ROP ratios, which gives you the most bang-for-buck because it is easier to achieve saturation on these GPUs when used in lower resolution workloads. Any of these GPUs, can achieve effectively the same performance as the "tier up" (on the price ladder) GPU from the following list when compared low-res vs low-res... (like 720P vs 720P)

Conversely, the HD7850/265/HD7950/280/GTX650TiBoost/GTX760/GTX770 all represent key high-value positions for higher resolution gaming, as they have higher ROP to shader ratios. It is easier to achieve saturation on these GPUs when used in higher resolution workloads. Any of these GPUs, can achieve effectively the same performance as the "tier up" (on the price ladder) GPU from the previous list when compared hi-res vs hi-res. (like QD vs QD, or multiple monitors, or 4K)

For middle of the road (1080P-1200P) resolutions, the effects of the core-configuration balance are less pronounced. Anything returns pretty good "value" for these resolutions.


(The HD7970/280X/290/290X/GTX780/GTX780Ti/Titan don't really fall into any sort of key "value" considerations as they are flagship series products with very high price/performance regardless of what they are connected to)
(The HD7750/HD7770/250/250X/GTX650/GTX750 and all cards around and below this level are effectively relegated to lower resolution gaming (1080P or less) regardless of core balance, as they simply don't have the grunt to do higher resolutions regardless).
