i guess i should have been more clear. It happens only during idle (>30mins) and when oc'd gpu ONLY. I described the problem to msi support and they immediately said it's gpu going bad

Oh okay.

Come to think of it, I wouldn't even know if that was happening to my card because I never let it idle more than 2 minutes.

Haven 4.0
Lightning 1200-1690 = 54.9fps extreme fullscreen
Ref 1100-1500 = 59.1fps extreme fullscreen

Enough . Lightning back to box.
i try rma my lightning if not, sell it.

That's my stock lightning score in heaven while yours already at 1200...seems like overclock doesn't work efficiently

nope. seems to be is performance issues from stock to overclock. Stock clock performance is bad . maybe chip blocks are fault.
