I am on Win 8.1 and not had a single problem with any game on steam or other platforms.

You might want to try a fresh install as something is clearly messed up on your side.

I'm starting to get upset.

Completely wiped hard drive, fresh install of 8.1, fresh install of steam, fresh install of CSS, and black screen crash.
( installed to HDD )
Stock GPU clocks, Stock CPU clocks.

Know games to not work
-CSS
-Left4Dead2
-CivilzationV
( pretty much the only games I wanna play )

9/10 times i'm working in OSX and I Don't game that often, so its not that big of a deal, but I've been itching to play Civ5 as it ( used ) to run so much smoother in Windows than it does on OSX

Working:
- Torchlight2

Hmm, ive played all 3 of those recently actually on windows 8 pro 64-bit, ive found that things work better and are more compatible in windows 8 then any other OS ive had before (expect my wifi usb dongle heh)

Got any more information on exactly what happens when they crash? Do all games crash the same way? You mentioned black screen, do you get audio in the background? Is it looping? Do you HAVE to hard shut down to get back to windows?

If you can, maybe some event logs would be good, too.

click game, game begins to load
- CSS, L4D2, full screen black screen ( Civ5 will get me about 5 secs into the intro vid before crash )
- no audio loops
- music player in the background works fine.
- CTL+ALT+DEL can't quit the game, get me to the desktop or anywhere else.
- Have to manually restart the computer.

i've set up an email with steam support, but I'm not sure how helpful they can be or how long it will take.

What about ALT+TAB? after CTRL+ALT+DEL

Having all the games crash in the same way and in a way that requires a hard reboot would have me looking into hardware pretty strongly, too.

Done a MEMTEST and drive checks? Just as a process of elimination. Also, hit up your event viewer if you don't mind. Might give us a glimpse into the problem.

hardware should be fine, As every other non steam game I can run and play fine ( Bf4, crysis 1-3, SC2, Mirrors Edge and others, some which I've installed via disc, and others that were downloaded )

and I can't alt+tab either, the different windows pop up, but I can't enter them, it just takes me back to the black screen.

I've not done a memtest, but I'll give it a go.

I've never used event viewer before so I'm unsure of the exact info you need.

But opening it up, it shows that Steam Client has had errors in the last 24 hours, with an event ID of '1'

Have you verified the game cache in steam?

Every time I have an issue like this my game cache is messed up and need to be verified.
