I've not done a memtest, but I'll give it a go.

I've never used event viewer before so I'm unsure of the exact info you need.

But opening it up, it shows that Steam Client has had errors in the last 24 hours, with an event ID of '1'

I've got the same error in my event log from day dot, so that shouldn't be a problem. But, just out of curiosity, could you open Steam as Admin and try then. Apparently doing so removes that event error. While I don't think it will do much, it's still worth a shot.

ran CSS, get the valve 'bwaaaah' sound, and black screen and forced to manually restart.

I also uninstalled a few programs that i thought would be messing with it, but i'm down at a fresh out the box windows 8.1 install.

Event viewer also shows a kernel-power error of '41' don't know if thats related to the crash or me having to restart the computer.

That can be a problem with the graphics driver hanging while manually rebooting.

Speaking of, and I know a lot of your other games work; but have you tried a CLEAN uninstall of your graphics drivers and reinstalling them?

Ah! Of course. Forgot it was fresh.

Man, I have to admit. I'm stumped. What happens to the games if you right click one of the games in your steam library > Properties > Set Launch Options "-window" in the box.

Can you run a few benchmarks (Valley, Heaven, 3Dmark....etc).

Other Suggestions:
- Update Mobo chipset drivers.
- Update GPU's Bios.
- Update Mobo's Bios.

Here's how to put that rig in your sig when all of this is over:
