8.1 caused me a huge mess of trouble when I upgraded to it. In fact, I just finished reinstalling a fresh copy of Win 8 and everything is back to working wonderfully again.

My issue wasn't Steam or games not starting, it was that they were running at about 20fps. Even after installing 8.1 variations of ALL system drivers and redownloading DX, the works. Nothing fixed it.
Now I'm back on 8 and everything maxes out fine.

I ended up just going back to 7, and everything is working as it shoud.

Out of the 20 or so games I have on steam, only a few worked on 8.1, and on 7 no issues what so ever.

If it works on your SSD but not on your drive that your drive sounds to be bad.

I would try reformatting that drive if possible to try and fix it.
