Asus z87-Pro, Noctua D-14: 120mm fan doesn't work with ULNA adapter

As stated in the title, I have an Asus z87-Pro motherboard with a Noctua NH-D14 cooler. I am trying to use the ULNA adapters for the two fans. The 140mm fan in the middle works fine. It is running at about 900 rpm (without ULNA is a little over 1200rpm). However the 120mm front fan does not spin with the adapter (works without ULNA at about 1200rpm also). I have made sure to recheck the connections and that I used the correct adapter for the correct fan: blue for 120mm, black for 140mm.

Any suggestions?

My suggestion is to use Fan expert, Speedfan, or BIOS fan control instead of using Low noise adapters.

It might be below the starting voltage.
