Did you install them from the repository already, aka sudo apt-get install fglrx? If so you have to remove those first.
sudo apt-get remove --purge fglrx fglrx_* fglrx-amdcccle* fglrx-dev*
After that download the drivers and open up a terminal. This command installs some dependencies that may be needed:
sudo apt-get install dh-make dh-modaliases execstack libc6-i386 lib32gcc1
Change to directory where you downloaded the drivers (cd /home/user/Downloads, or something like that). The drivers are downloaded as a zip file, so you need to unzip, you can install gzip to handle that, I thought tar could unzip but I couldn't figure it out when I was doing this so I just installed gzip. This will unpack everything into the folder that you are in. You then want to run the installation script that AMD includes:
sh amd-driver-installer-catalyst-13-4-x86.x86_64.run --buildpkg Ubuntu/saucy
That command builds the package so you can install it with the next command:
sudo dpkg -i fglrx*.deb
Lastly enter this command to finish the installation and restart:
sudo aticonfig --initial
