Again, I don't think it's a bug.

More that in real life, some arrows just cant be reused (even though it's the standard arrows).
Maybe their heads is damaged (just think about how fast they fly).

So to me I don't think it's a bug, but more so that you doesn't have unlimited arrows.
(perhaps to limit the use of bow in multiplayer to (not unlimited arrows)).
