At 1080 or lower, that 290 will max out all games. the other won't. i recommend the 290 but not that msi. i read they have problems with the fans leaking oil.

Hmm... is that why MSI is cheaper than other brands?

even a 7950 can max out BF4 using 1080.

could be. I recommend the HIS R9 290 if you don't mind the ugly cooler or the Powercolor PCS+. Tri-X is too expensive.

if he can afford the 290 its a no brainer but if money does matter then the 280x is an EXCELLENT choice

At least for that MSI but for other brands, I can't afford, its just too expensive.

Is MSI really known to have bad fans on 290's or just luck?

after a quick research, it does seem like they have some problem with their fans leaking oil (on multiple gpu model). You could still RMA it if something happens and if everything is fine then you have a 290 instead of a 280x.

Didn't find anything major with the 280x but then again you could get a bad one out of luck.
