I guess my main question was are the amps per 12v sufficient? I have tried a gtx 480 as well and have gotten the same no display after reboot. Both the gtx 480 and gtx 580 have been tested before being put into my system

its an older alienware power supply and appears that their are a lot of rails but not necessarily combining the amperage

The rails are never combined. The total claimed +12 capacity of this PSU is 700W, which would be about 58A. If this PSU's label is accurate (which I kinda doubt), then that's extreme overkill, meaning the PSU would then be nowhere near being the culprit.

 

At this point though, I recommend just replacing that piece of junk because stock PSUs that come with pre-builts are always piles of junk and should be avoided.
