Looking for a new monitor for about $230 max

I'm in need of a new monitor. I really only have about $200 to spend but I can increase it to about $230 at most but nothing more. I would like to get a Korean monitor if I could but I don't think right now is a good time for me as I don't have the extra money to allocate to it as well I only have a single Radeon 7950, so I wouldn't be able to get the full potential out of it.

I'm going to be using this mostly for gaming. Just mostly casual game nothing too fast paced but would like to have least amount of lag as possible.

Some things I'm looking for are

-IPS/PLS panels preferred
-23-24 inch Screen
-1920x1080 min or 1920x1200 would be fine as well
-Willing to look into refurbs.

-Not needing any additional features such as USB or card readers and such.

How about this refurbished VS 27" 1080p for 229$? (it's 259$ new)
I got it for 399$ and love it. DS to 1440p and looks beautiful and responsive.

If you still want a 23" then here's its little brother for 159$

After looking at many reviews and suggestions in other places I've narrowed down my choices to these few.

-Dell U2312HM
-Refurbished: Dell U2414h
-Dell P2414H
-ASUS VN248H-P
-Benq 2450/2750 <--I know these are VA panels but I've seen them recommended a lot so I figured I'd consider them.

Would appreciate any opinions or other recommendations.

That looks reasonable, except I don't really see any reason to consider the U2312HM there over the newer stuff.

By the way, BenQ there are say GW2460 and so on (xx55 and xx60 models), but I don't really know if they're much different. In fact, BenQ doesn't have too much of a presence in the states and I am not really familiar with them.That said, the cheaper VA options seem to suffer from more uniformity and general quality issues in reviews than one might like, even if the blacks are great and so on.

I could not in good conscious recommend the Viewsonic VX2370. I purchased a pair of them in March and both monitors have issues. The 1st had an issue where red and blue died. Then once RMA'd for the color issue upon setting it up color was corrected however the monitor went into an unrecoverable horizontal scrolling. Now I am forced to RMA once again. The 2nd monitor has a severe ghosting issue, anything static will ghost within an hour. This includes static elements on the UI of a game.

I cannot speak of it's larger cousin, but in my experience the VX2370 is definitely not a good purchase.

Thanks for all the suggestions. I was able to get a Korean pls the Qnix qx2710 to be more specific thanks to a couple of friends who helped knock the cost down to $230. Hopefully I'll get it later this week.
