I thought it was widely known that ASUS/Gigabyte/MSI acted hastily or lazily with respect to Hawaii:
the coolers were all copy-pastes from a bigger die GK110.
The R9 290X MSI Lightning (with the hugely delayed launch) and Sapphire / Powercolor (and presumably Club3D RoyalAce) designs are the ones worth looking at. It's no coincidence that AMD-only brands have better coolers for Hawaii.
XFX redid their cooler for the R9 series so they actually don't throttle anymore, it's just that the light up logo has an idiotic placement and the plate heatsink is partly plastic (
HIS was pretty lazy too, all they did was take the r9 280X cooler which they copied off the HD 7970 IceQ X2 and then sliced off the diamond shim.
AFAIK even the ASUS ROG Matrix R9 290X Platinum is going to share the cooler with the ASUS ROG Matrix GTX 780 Ti Platinum
