How about this combo (A8-5600K + Micro Asus FM2 mobo + 4GB Ram) for 199$.
Throw in another 4GB stick for 45$.
Plus an Antec VP for 36$ (cheapest non-fire-hazard I could find).
All in a cute Rosewill case for 30$ and you're good to go.

You can do an AMD A6-6400 , with an MSI A78M-45, HyperX Black 8 Gig in an Antec NSK 4482B (w/380w) PSU for $288 on Newegg. On the Intel side you could go with a Pentium G860 and an ASRock B75M-GL for about $6 more.

Either should be more than enough for basic use.

Looks very good. I would add an optical drive ($15), a card reader (3.5 inch) $6-12, and catch Malwarebytes Antimalware Pro on sale on cd for $15 1 pc for life. If you can.

You can easily find parts for the following prices, of your choice from your preferred vendors.
CPU: $40-$70
MOBO: $50
RAM: $40-60
PSU: $50
Case: $25-50
CD Drive: $15-20
Total: $220 - $300

I'd consider building around an Intel Haswell Celeron for this kind of budget. It's pretty good, and beats pretty much anything in the price range by a lot for general usage. You might find something better for encoding/multi-threaded stuff but I don't know how likely it is your grandparents do any of that.

Do not get just any PSU. If you do that, then you could end up building a "disaster waiting to happen". Go with the 380W Antec Earthwatts as seen in Alanim's suggested build.
