I have a 2nd hand i7-2700k and its great, look for 1 2nd hand, CPUs are among the toughest components so they are pretty safe investment 2nd hand, if it was not insanely overvolted/OCed

You don't want to buy used but you want old gen components..?
For that much you can get same components except new versions of them.
Here's i7-4770K w/ R9 290 w/ a nice Z87 mobo. Complete build under $1300 - Ultimate gaming machine!

Amazon isn't the cheapest place, you need to do some comparison shopping--

Good build, I would add Samsung 840 EVO 120GB for $90
What your monitor resolution you gaming on? You can save on GPU as they overpriced now. You should be more that fine in $300-400 range for 1080p.

]I was gonna go with 780 for his build but since, he wants an ATI GPU 290 should be perfectly fine. Although if he's gonna play @ 1080P, he could save some money and get a R9 280X/GTX 770 2GB w/ 240-256GB SSD.
