Setting FPS limit to 60 with MSI afterburner fixed my problem! I'm now getting the full 60fps without the FPS halving effect. If I set the limit to 61, I get fps halving again. I think the issue may have something to do with frame pre-rendering of buffering.

EDIT: Hmm. It only seems to help momentarily. The games switch between fps halving and no FPS halving with the 60fps limit. 59fps limit completely removes halving but leaves the one skipped frame every second which is annoying.

Edit - I see Niberius is encountering the same issue.

Same Issue here with just a single 290, no CF, seemingly every DX game has massive stuttering with this and all other 14.x drivers. 13.12 works perfect, just filed an error report with AMD, hope this get's sorted out soon.

hi everyone,
i try to explain in details my current impressions on the 290
here CPU Fx 8320 + Sapphire 290 tri-x + 16GB ram
not tried 13.12 drivers with 290 yet 'cause i recently bought the card and installed 14.3...

first of all there is an issue with PowerPlay and already reported it to AMD by the betareport form:
there are GPU core clock drops regardless of the temperature, you can fix by MSI Afterburner only (without powerplay support)
and you're forced to overclock to set fixed clocks in high performance mode (that is in 3D mode)...at stock you can't do it...and furthermore you can't go over 1100/1400 otherwise it comes back to drop the core clocks while gaming or benchmarking...
so i suggested to AMD to provide an automatic power management (appreciable for sure) BUT even totally manual settings so the user can set fixed clocks in 3D mode, with a higher auto cap to the fan speed (not only 40%, IF NEEDED) or manually set the fixed fan speed if possible issues with temperature...(consider that a card like mine will never come to 95° 'cause the triple fan system is really good here)
also, someone says that those issues are not present with Catalyst 13.12

then, DX&MANTLE 14.3:
this card seems to have a huge potential but there are some issues with stuttering and abnormal frame drops
with Vsync ON this is even more noticeable...Vsync OFF less but still present, is not smooth as butter, above all in Nvidia sponsored titles but even those by AMD
the games scenes often present weird little "slowdowns", is not smooth as butter...
Mantle sometimes still has some little freezes to the scenes in BF4 & THIEF, Star Swarm doesn't seem to have this issue, instead...
played Cod Ghosts, Batman Arkham Origins, BF4, Thief, Hitman Absolution, Saints Row 4, Tomb Raider....Arma 3... Assassins Creed BF, Sleeping Dogs...Bioshock Infinite
any of these is NOT COMPLETELY smooth in Directx 11

that said, i will try Catalyst 13.12, indeed want to understand what's the real difference

Yeah. Vsync and Power Tune bug are annoying and latest drivers are horrible. No comment from AMD annoys even more.. but i still believe in them. I dont imagine if they doesn't trying to fix this. I hope that the 14.4 WHQL every issue will be fixed and it will be just good and stable driver as 13.12. Then I can use it for the next half year, I have had enough of those broken beta releases mad.gif

I have actually had no issues with any of the beta's prior to the mantle drivers, I just dont see how they screwed up the way DX functions with the new driver when its completely separate from mantle.

Yes. Im talking only about DX issues. Mantle API working good in 14.3, big progress from 14.1. But DX is screwed totally.

sincerely not found significant difference in GPU behavior...
at stock it drops the GPU core frequency in high performance mode and you have to overclock to fix the clocks, the performance in DX doesn't seem so better...
then, forgot to say that regardless of the driver version, the GPU load is really fluctuating... i don't think that's normal
to me this is a teething driver related issue, hope they improve with the next version
but they should do better to listen to their customers...
so, summarizing:
powerplay (auto and manual), fix the fluctuating gpu load and frame drops...

p.s.: e.g. this is Batman AO
VSYNC OFF -> VSYNC ON

other games have the same behavior...

Exactly my point, how they managed to screw up the DX portion of the driver is beyond my comprehension.
