Silverstone speed reduction cable, how does it work?

Hello,

I am planning to buy the NZXT grid. But I want all fans to run with 7 V.

So I just connect the speed reduction cable from the silverstone fans between the grid and power supply.

But how does that speed reduction cable work? Is it the type that is "cheating" your psu and returning the difference? Becaus I can not see any resistors on the cable.

if you were the wire it yourself it would look like this, but the reduction cable does it for you and looks clean.
