if something is shorting off then the pc won't start with four cores also

It was working perfectly I disabled the turbo Boost and played almost 2 games crisis 3 and cod ghost it was running Fine is thee any other solution

My bad. V2 does support 125w CPUs, but I truly believe there is nothing wrong with your CPU and the culprit is most likely the mobo.

Do you have another one to test with ? maybe borrow one from a friend for a few hours .....

they are intel FAn boys they all have core i5 and i7 in their rigs

You could try a bios update possibly but as has been stated in this thread the board isn't suitable for that CPU. There really isn't too much you can do but hope it works or just game on 4 cores until you can afford something more suitable. I would see if I could exchange it if it's not too late. Have you contacted ASUS about the issue? Like I said earlier there may be something physically wrong. I understand you have used it but from what I read you tried to stress test it and now only four cores will work. What do you have for a powersupply?? It's possible that could be the issue but I still think it's the board.

It would seem the PSU is not delivering enough power for the 7850 and 8320 with Turbo enabled.

Although the VS series is an entry-level unit (quality wise), your system isn't pulling more than 350w when under full load to stress the PSU.

EDIT: I see your mobo has an onboard GPU, can you remove the 7850, connect the monitor to the iGPU, enable Turbo and check your 8320 then?

I tried almost 3 different version of Bios But no luck..

It's still helful to know the brand and model of the PSU. If it's a multirail it may be overdrawn. It's easy just tell us. Software isn't accurate at times and the important part is the Amperage available for the CPU
