Reason I knew was because I had the exact same problem with my 7950 and Battlefield 4.

Although with mine, even 20% wasn't enough and I had to do a registry hack and increase it to 40%. Only BF4 ever had this problem. My problem was that when it decided to throttle, my entire game slowed down to 2-3 FPS for about 10 seconds during gameplay then went back to normal.

It was really annoying.

I'm assuming that the power control defines how much power can be drawn from the PSU, that in itself isn't a bad thing, although if you were to raise both the power control and the voltage control, I can see that being a problem if you don't know what you're doing, as the power control would prevent a dangerously high voltage setting from drawing enough power to damage the card. If it works the way I think it does, raising the power control just removes a level of protection.

Can anyone recommend me a program that will allow me to overclock properly?
Catalyst basically ignores everything I do.
Sapphire Trixx has no power limit slider but lets me change voltage.
MSI Afterburner lets me change the power limit but locks me at 300MHz core and 150Mhz memory when I enable unofficial overclocking, so I can't change the voltage.

I can kind of use both MSI and Trixx in tandem but it's pretty annoying.

Oh my god I'm retarded it's taken me like a month to figure out that Trixx has a scroll bar and the Power Limit setting was hidden. It was there the whole time. Brb killing myself.

LOL same thing happened to me,took a day to even noticed the slider.
Maybe this has fooled alot of people and maybe Sapphire needs to make a different skin with smaller font.

It's strange, after a certain amount of time passes my core will get stuck at 1020MHz, and just won't respond to any software.
After a reboot it goes back up to 1150MHz and does as it's told.
Heat is fine, power is fine, voltage is fine, no other programs are interfering.

This seems to be related to Youtube, occasionally having a Youtube video open on my second monitor will bring the clock speed down to 1020, upon closing the tab it goes back up to 1150, must be an issue related to powerplay or ULPS.
