Now I'm back to running extremely smooth again, but none of the newer driver improvements.

In Skyrim its mostly noticeable indoors when you stand still and pan the camera around it stutters like crazy, Bioshock games are affected too yet no one seems to mention this bug breaking feature that these drivers have introduced.
Im on a clean install of win 8.1 and everything is up to date and running top notch. If I go back to the 13.12 Drivers I have no problems at all. Also I have tried Radeon Pro forcing 60fps as it is a tricked that dealt with microstutter in the past but its still a no go, same thing with Direct X tweaker which is part of MSI afterburner.
I agree with you people. I have EXACTLY the same issues, stutter, stutter, stutter since 14.1. I am sitting at 13.12 WHQL. I wonder why AMD not even mentions about stuttering problem. Or maybe they haven't noticed yet that problem exists ?? I still have little hope.. single r9 290 user here.
