It looks to me like this may be the only solution without spending like $40 for an app:
After it's installed, just open the Start Menu, type cache my work and press Enter (all I have to type though is just cac and it gets selected). It takes a couple of seconds to open because it's detecting what is open and cacheable. Once it's open, just select the ones that you want to start on the next boot, click Save, and then you'll be good to go. Quick tip: you don't have to actually click on the check boxes. You can just click anywhere on the line for each program.
If you want it to also restore any folders (Explorer windows), then click Tools > Options and enable "Restore previous Explorer windows at next logon".
It doesn't sit in the Notification Area, so you'll either need to remember that you have this, or pin it to the Taskbar or the Start Menu.
