These are Xbox exclusive games and MS won't risk it.

They're making DX more relevant again, it seems that they're actually trying with PC gaming this time as opposed to the usual "Guys, we're going to support you more! Here's GFWL. Or practically nothing", plus you can bet Forza and Halo would never be on Linux meaning that they still profit from most sales on PC too, especially if they wanted to push the MS App Store over Steam for gamers. Honestly, given the fact that consoles typically don't make any money per sale (They make the loss up on game and DLC sales) I wouldn't be surprised if the whole Xbox as a separate console thing ends soon, with "Xbox" simply being a cheap pre-built PC much like the Surface and a gaming store that autostarts on that box but is available on anything, much like Steam with the Steambox idea. They have an advantage over Sony then given that they also control the PC market right now, and given that OS X and Linux are beginning to catch up (Linux has gone from ~0.6% to 1.6% in 5 years and that'll snowball too. OS X is taking up more of the market too, I believe Windows has dropped to 90% for the first time since the 90s) it'll give them another selling point and way to get it into peoples houses and minds as a good thing again.

It makes sense for the future, ever since the PS1 we've been slowly moving from consoles being gaming only to effectively being a computer that plugs into your TV and uses a controller. PS1 could also play music, PS2 could watch movies, PS3 has the web browser, BR, pictures, internet, music, movies, etc and the PS4 is virtually the same as any AMD APU based machine bar the OS and controls. (Even if Jaguar is a lot slower than Kaveri) It just makes sense for MS to combine their markets given that'd cost them a lot less in terms of development (The Xbox One gaming OS is literally a customized version of Windows 7 I believe) and give their gaming division a growing market they didn't have before.
