Because the standards required to meet some of their specs cost money and they would rather invest the money in marketing than a better VRm which 90% of buyers wont look at, in general companies would rather invest in something they could advertise like military specs which don't have much bearing on performance.
To answer your question, after the release of sandy bridge, most every board over $120 for the P67, Z68, Z77, and Z87 platforms OC the CPu about the same. The only exception is the X79 series of boards, in which there are noticeable differences among brands.
However what is left is memory overclocking and BCLK OC which is needed to get higher memory frequencies, these do differ a lot among boards and the OC boards bring better performance.
