- Will upgrade to 4770/gigabytemobo if :
1) Mushkin redline enhanced ""1.65v ""1600mhz 8gb (4gbx2) sticks are okay to use for a intel CPU

It'll work fine. If you're concerned about it just run it at looser timings and it should have no problem working at 1.50V. It will probably default to 1.50V 1600-11-11-11 on any board before you load up the XMP profile anyway. It will probably run fine at 1600-9-9-9@1.50V.

2) price is right and it should since microcenter sells the CPU for a reasonable price

Shouldn't be a problem. Just snag a decent mobo in a combo. The UD4H+i7-4770K for $400 looks nice.

3) If or if not my current supply will be okay for the new system. (corsair hx-1000)

There's nothing wrong with continuing to use this PSU for the new i7 rig. The specifications for it have been "revised" to include haswell support even though it is a legacy product it supports the various power-down states without problems. Switching to haswell will save way more power than switching your PSU would have anyway. Sure you could pick up a nice modern PSU and gain 5% efficiency, but that's never going to pay for itself. Just use the HX and enjoy.

- Reason why I would not like to upgrade to the fx 8320 /8350

1) Long run cost : watt-performance ratio not as good as intels.
Idle power consumption is similar enough that it is usually irrelevant. Unless your machine is under 24/7 workload the difference in compute efficiency isn't apt to make much difference in operating costs. The only time compute efficiency is a major factor is in server/cluster environments where machines don't idle, and their compute efficiency has a major impact on infrastructure requirements.

2) Fx-8320/8350 are not able to run MAC OS/X

Linux MINT!! If you grew up in the days of traditional WIMP operating systems, you'll probably appreciate linux mint mate/cinnamon/kde FAR more than Mac OS X going forward anyway. Linux has matured to a level that is pretty impressive these days

3) Might be risky to upgrade my motherboards BIOS to use the chip.
This would not be one of my primary concerns. ESPECIALLY on that Crosshair IV Extreme. Most enthusiast boards in that class have a dual or triple BIOS that can revert to a working state even when you royally corrupt one of them. The actual risk is a lot lower than the level they try to "scare" people into. Just follow instructions very carefully and only proceed when everything feels like it is in order.

4) Fx8320/8350 don't have a graphics processing unit on it
For an enthusiast class machine, there is NO reason to consider an iGPU to be a "beneficial" feature. Using system RAM as VRAM causes contention for resources and is counterproductive to the demands of high performance computing.

So, are you even more at odds about what to do now. GOOD! (haha)
