Sort of.

You will get slightly more voltage allowed than someone on air.

But we're all limited by this.

CHIL CHL8318 - This is the voltage controller. It's limit is 1.212v under normal circumstances.

voltage was always the same for my card no matter air water or sub zero cooling.
1.22v read with a DMM of coarse you need to push the button in so the throttle is gone, if the card has a reason to throttle it will set voltage/clocks back down a few steps

I think it does depend on the chip. The way Nvidia explained boost 2.0, the card will allow the voltage if temps are in check.

Both of my Ti's will read 1.187v without me touching anything. I can use Precision to give the extra .038 but they still don't go over 1.187v. But in some situations, not full usage, one of my cards will take .013v more than the other card.

One thing that I have seen from the Kingpin thread is that voltage given is higher than what the software actually reads.

Ah that's what I mean I read the volts with a dmm and software says 1.18 but its not... its higher.
Easy read points on the card it does not take much.
You can just put a thin wire there and run it out your case even feet away from the card
One thing I don't like is messing around with is modded bios and not reading voltage you have to keep on eye on things and not trust software all the time, its not that bad now a days with software and is more accurate but still you cant overlook the basics.

Cards under Water will get a massive change in Temps on GPU load, I use EK GPU Universal so i have to put a fan at the back for them, so VRM and MEM stays Cool. And Yes you will go some MHz more than stock for sure.
