Desktop pointer speed in all games

Afaik in source enginge games the games sensitivity can be disabled by noforcemspd maybe some more commands. the ingame sensitivity can be disabled hence the windows sensitivity will be used solely. now when i do a 360 in counter strike source and measure how many cm it takes i have the windows desktop pointer speed in a 3D environment is that right ? after that i go into all other games where ingame sensitivity can not be disabled like in source engine and set sentitivity so that a 360 takes just as many cm as in css before, acceleration at all times disabled if possible of course. i hope you get what i want. will it work that way? if not tell me please how.
