Needsome advice on upgrade for pc

Hey everyone,
I have an i7 920 ocd to 3.8
8gb ram
r9 280x

ok I just stubled on a site that is sellin an i7 990x for around 90bucks...
Mainly I use my pc to game and do basic things...
I noticed that my cpu is almost always 80-90+% usage while i play bf4.
I did a 2 builds for friends i5 4670k 8gb ram and the same r9 280x i have. both pcs scored over 10,000 in 3d mark 11, i only usually score a bit less than 9000.
my conclusion is that my i7 920 is a bit of a bottleneck for my gpu. do you think the 90 buck i7 990x will be a good improvent in performance (theoretically it should be, but Im looking for your expert opinion)
One thing to keep in mind, I have a super limited budget for my pc... so I am trying to stretch every dollar. I wish i could spend 4-5-600 to get a newer mobo & chip, but I can`t . That is why I was sort of looking into a better 1366 chip.... so what is your guyses opinion

I know, but to tell you the truth my whole rig is made up on used pieces, all except the gpu that I just got about 1 month ago. I`ll put it this way, I got a wife n 2 daughters, I`m the only one who brings home the cheese, so my budget is pretty much close to nothing, that is unless I find something that is an awesome deal, even in that situation I have to see how well off we are that month. The only reason I would buy this cpu is because it cost 90 bucks. If I could find a newer used mobo n cpu for less than 200 total maybe just maybe I could think about it, but remember I live in Switzerland, land of chocolate, alps and cheese, not pc`s, to get used stuff here its pretty hard, and usually it isnt so much cheaper unless you have some luck. Anything from out of Switzerland has import taxes to add to id, so its anywere from 5-20% more to the cost....
I also could care less if its last gen or not, this i7 920 i got it used about 1 1/2 years ago and its doing its job pretty well, my mobo I also got used for 50 bucks, cus the original (acer predator mobo) did not allow ocing. my ram also used...
what I would like is that my gpu would be able to shine to its full potential, not be bottlenecked by my cpu.... On diffeerent forums they say that the i7 920 oced shouldnt be bottlenecking a r9 280x, but when ever I click out of game and looka t my cpu load its usually between80 and 100% load, I never saw it 100% but I did see it in the 90s. I`m also pretty sure that as I ALT TAB out of the game the cpu load calms down a bit.
So let me get back to the question, do you think that I would see a pretty good improvement or do you think it could be minimal?

If your GPU gets used up to 90ish percent then there hardly is any bottleneck already. The 990X is a very fast CPU and $90 is a bargain. You will probably notice quite some improvement by upgrading the CPU alone.

I'd say get it asap.

Imo if u r only hovering 80-90 load, a cpu upgrade isn't justified. It's not a bottleneck.
However, for $90, u have to determine if the performance increase is worth it. Look up benchmarks of both cpu and determine if the % increase is worth $90

If you're averaging 80-90 load it's likely to be holding you back at times - you might have one thread maxed, many monitors only update like once per second and don't give you the best picture of usage

You can be CPU bound as low as like 20% load shown on a quad core, if one thread is dominant - with any number of threads, by the time you reach 80-90% it would pretty likely increase in speed with higher clocks etc

A 990x for $90 is a great deal, even now. I'd jump on that. The 990x is comparable in performance with a current i5, only it has six cores with HT, so it's better. It will extend the useful life of your 1366 system for quite a while.

Get the 990x, and then when you do have the money to spend, just add a second video card. You won't need a CPU upgrade.
