Can't get past 4.5 on i7 4770k

There has to be a setting I'm missing or something because at 1.29 it will do 4.5 stable on anything.. I fill in my rig builder.

nevermind, here it is. and a gtx 770 2gb
Asus Sabertooth, team xtream 2400mhz 4x4 , i7 4770k obviously, home theater, water cooled, no heat problems *** won't go past 4.5ghz. No matter what I push it to. and does 4.5 @ 1.3v

What should I really be looking at sabertooth specific to get past this bump. A lot of sites refer to terms that don't necessarily apply to the sabertooth motherboard.

I checked your profile, but I'm not seeing your rig.

What motherboard do you have?

What memory do you have (make and model)?

What is both the make and the model of your PSU?

What do you have for CPU cooling?

What case do you have? This is related to cooling.

What core voltage are you seeing in Windows (like CPU-Z) while running Prime95?

Finally, what temps are  you seeing? What software are you using to check your temps?

It's a computer!

Not much incentives to gain another 0.1 or 0.2 GHz, besides the pretty number.....4.5GHz is good already IMHO. Yes we're OCN, I know...

I had that in the first post I just didn't have the time to fill out the form, sorry.
