Windows is not needed in the price

Few problems with the build as listed, many already mentioned, lets recap:

1. The motherboard isn't well suited to overclocking.
2. RAM kit is only single channel.
3. The PSU is mediocre quality.
4. The HD is not designed to be used as a system drive. It is a higher latency, lower performing drive designed for quiet long term reliability in NAS applications. Unfortunately, there is a design flaw that makes the red drive less reliable than one would expect.
5. No CPU HSF for overclocking. (this could be added later though)

Looks like you're at about $680 shipped there....

AMD Build:

CPU: AMD Athlon X4 760K 3.8GHz Quad-Core Processor ($84.74 @ Amazon)
OC to ~5ghz to make this worthwhile, otherwise do an i3-4130 build instead and skip the plans to overclock. The 760K+HSF for overclocking winds up costing just as much or more to implement than an i3 and really won't perform any better than the i3 haswell in gaming. Go AMD if your buddy would like to overclock for the novelty of overclocking, not because it is necessarily better.

Intel Build:

CPU + Motherboard COMBO: Intel Core i3-4130 3.4GHz + Gigabyte GA-H81.Amp-UP ($190 @ Newegg)
This is actually a pretty neat little entry level H81 board. Great onboard sound and heatsunk VRMs, hard to find that sort of stuff at this price point. Combo special to save some bucks. The i3 is actually a very competent gaming CPU in it's price class. Even up against the 760K overclocked to 5ghz it will hold its own very well.

(use HSF that comes with the i3, it is more than adequate.)

Memory: A-Data XPG V1.0 8GB (2 x 4GB) DDR3-1600 Memory ($63.99 @ Newegg)
Cheapest 2x4GB 1600MT/s 1.5V kit you can find will be fine.
