Need help with video editing/encoding build

A buddy asked me to help him put together a rig for video editing and encoding. Unfortunately he hasn't decided on the software he's going to be using, so I can't offer that as a means to narrow down the hardware selection.

I'm hoping I can get some advice in a general sense, since I'm much more familiar with gaming than video editing.

Basically his budget has room for either an FX 8350 with a video card in the $150 dollar range

OR

An i7 4770K with no video card, just onboard graphics.

Where would the $150 be better spent? How important is a discrete video card for video editing? Is it possible to answer that without knowing exactly which software he'll be using?

4670k and 8350 are about as fast in terms of encoding performance. 8350 is a bit weaker clock for clock, but can clock higher to overcome it - average OC on 4670k is about 4.6ghz with good cooling, but fx-8's can hit 4.8 more comfortably in comparison, which makes them perform about the same.

4770k is more expensive, faster than both by about 15-20%, but in bad value.

Personally my choice would be 4670k go-to - if an 8320 makes system cheaper by a big margin, consider grabbing that if the system is not for running a bunch of games etc

if non-oc, then you can look at 4670+~h81 board, or 8320 and whatever cheap boards are good to compare prices there, you don't need an aftermarket cooler then
