Thank you all. I appreciate the feedback. I'll be doing some more testing today, more thoroughly. Seeing these comments has made me lean more toward not upgrading. But, then again I'll have to upgrade eventually anyway.. I'll see.

Update-

I have had no issue with my set up since eso went live. Just to recap, I have a phenom Ii 970 be 3.5 oc'd to 4 with a new r9270 asus oc edition gpu, win 7 8 gig ram.

I thought I might have a CPU bottleneck based off the benchmarking but the game looks beautiful and has no frame rate issues.

The phenom Ii is still solid CPU for eso

I run BF4 in my secondary rig (ATHLON II x4 640, 6gb ram and a GTS450) all in low at around 35 fps, so a better card and a better cpu, which both are, should handle the game pretty well, in your case mid/high settings, without a problem.

I an actually really impressed because I have all the settings at max. The phenom 2 and r9270 are actually good.

My main rig can't do stable 60+fps with all at max (including AA) so I just use all max but no AA and get like 120fps xD

I'd think your phenom would be just fine for your r9 270. I had a 6800k paired with a 270 just fine..sold it to a friend of mine and it's working great for him with a really mild overclock on the 6800. So, anyways your phenom should have no issue pushing that card

Please don't post nonsense. If you don't know what you are talking about just don't say anything. Your post was not only wrong, but empty of any help at all. Really wish there was a minus rep button.

On topic, At 4ghz you are fine. More than likely your settings are at auto so it upped your graphics(making it look purdy) and kept frame rates close to the same.
