Generally, what makers a good case fan and what makes a good rad fan are not the same.

COUGAR CF-V14HB: The specs don't even list a pressure!

140 mm Fan Roundup

Phanteks PH-F140SP

If you haven't ordered a rad yet, you may want to choose one that uses 120mm fans. 120mm fans will deliver more CFM, more pressure, and be quieter too.

i thought 140mm fans is like quieter than a 120mm fan.
well right now i don't know if i should go AIO water cooling or should i go custom water loop.
if ill go custom loop i can handle 360mm top which i can use 120mm fans.
i am thinking about the h320 but with a nzxt 630 to do a push pull set up i have to put the reservoir facing down which they said not good at all what do you think about that?

Thanks
