Indeed. The Fractal fans are considered quiet but do not deliver as much air as others. I have built several Define cases and always change the fans and use PWM control on them. Reason for PWM control is fans idle slow and quiet when system is not working and speed up as system load / heat increases to supply cool air as needed. First couple of links in my sig explain it and airflow.

I've been using lots of TY-147 fans because they are very good and cheap here (£5.17). Usually use TY-143 fans on coolers as they are only £6.99.

Using them in combination means at idle everything is about 650-700rpm, but under full load TY-147 is 900rpm to TY-143's 1000rpm; at 1000rpm it's 1250rpm, but system never goes about 1100rpm.. except for GPU fans and even than rarely over 1300rpm.
