PontiacGTX, why do you do this to me..... So all I'd need to upgrade is to the r9 280x and nothing else?

I'm settled on a 23-24 in monitor so would it even be a worthwhile upgrade?

Yes,a r9 280x wont have any problem.with vram and you can use mantle and opencl.(if you like to record your gameplay search for bandicam or action)
Pd.if you mean upgrade with buying the 280x instead buying the 760gtx

And yes choose an IPS screen with at least a god contrast ratio

Hmmm I think I'll stay closer to my desired budget(the 760) but thanks for answering. So all I have to figure out is a cooler around 40 and a monitor around 200-250 then I can start ordering!!

Would adding a second fan for a push and pull/push set up be worth it?

I am saying because it uses 1600mhz at 1.65v when there are 2133mhz at 1.65v
