For a budget build, and he did say as budget as possible, I would go with an I3 processor and a decent, throw that on a decent H87 motherboard in a N200 case with a solid Seasonic PSU. Add 8 gigs of RAM and decide if you want a 240 gig SSD or a 1 TB drive add a R9 270X video card like a Toxic and you have a solid 1080 gaming rig for about $780.
