The overclock on the XFX is very little and it is actually the reference R9 290(x) that would throttle. Nvidia cards don't throttle according to most right? Kyle is no fool.
The power consumption is at the wall, you have to take into account PSU efficiency. You still have each 780Ti there drawing 100W less than each 290X, not normal at all. Which is the entire point.
And yes, GK110 does actually throttle if you put two of them on stock fan profiles in the same system.
base speeds in that review, has been proven to be crap for OCN users since we don't need to run throttling cards.
