If you're using a television there's a setting on the actual TV it's self you'll need to change mate. what happens is, because television shows that are broadcast actually have a bit border around the edge full of information that they look at from the broadcasting studios, so TVs zoom in a bit to hide the border of information.
There should be a setting on the TV menu somewhere in the aspect ratio settings, I can't remember exactly what it's called though.

Tried all settings in aspect ratio ( zoom, smart zoom, 4:3, 16:9 ) none fix it

Looks like 1920x1080 would still be the resolution you would need.... just right click on the window 8 Desktop (not the tile screen) and go to Screen Resolution.

 

I am looking to see if I can find a manual or more info on the tv...

You need to find where you can switch the TV's mode. It needs to act as a computer monitor, not a TV.

that manual shows:

 

 

It looks like PC Mode is in the SOURCE menu... accessible from the remote... or the bezel buttons. / onscreen menus

It probably requires a DVI cable or a standard VGA cable.

 

This may be the only way that you'll have a proper viewing experience.

 

Read the manual that I linked for more information. It is your TV's little brother. It's otherwise the same.
