Which is a better set up.

Celeron haswell with gtx 750 ti

Or i3 haswell with intel hd 4600

Im building an htpc. Mostly streaming/playback 1080p movies and maybe 4k

Celeron+750TI IMHO.

Internet streaming should work fine with either setup, but high quality local playback (MPC + MadVR on Windows, MPV on Linux) looks better with a good GPU.

An A10-7850k APU would be a great option, if you can find it for a good price. It has more CPU oomph than a celeron, and a better GPU than an i3. Power consumption can also be really low if you undervolt it.

I take that back... The 7850k is $175 vs. $125 for a haswell i3. IDK why it's so expensive, but that's a ridiculous premium. You'd be better off with a Celeron or older i3 + GPU.

Also, this is slightly off topic, but you should stick with Windows 8.1 for an OS. The W8 Netflix app is MUCH better than the silverlight web interface you have to use on W7 (1080p+5.1 vs 720p+2.0), and the web player is annoying to set up on Linux. MPC+MadVR is by far the highest quality video player on any platform, and it's Windows only.

Do you plan for the HTPC to be used as the main system? Or as a file share server to host the streaming?
