Just look at the two fans on the radiator and then seem to slow down then speed up, is that normal??

Did you try what i said about pushing the block
Also what profile are you running on the fans?
Quiet Balanced or Performance?

IF both hoses are cool when you say you're getting 60° temps I would think they might feel warm so either the heat isn't transferring as in a bad mount or the AIO is plugged or the pump isn't going. At least one of the hoses should feel warm. So you have the corsairlink software installed? Can you get a liquid tem and see if it reports a pump speed.

H100i fan 1 is 642 and H100I Fan 2 is the same and that's on the pump setting, does that sound about right??
And pump speed it should be up around 3000 I think not that familiar with the Corsair coolers

No max out everything with that software put it on max or performance or whatever the settins are but you want pump and fans on high
