strange slow computer

OK, so let me try to explain this the best I can. My pc is slow...but not at gaming. Runs great when gaming except load times. On startup it hits windows and takes 30-45 secs till I can open up IE. once that opens up, it hangs for another 30+ secs till it actually loads any page. once its open and gone through that setup, it runs great. When I close out a game, system kind of bugs out and wont open anything for 30+ secs. It did this on old cpu(Athlon 4850e) and old ide hard drive. but swapped those out, added a new video card and its still acting funny. it loads windows fast, just runs slow for a little until ??? ive checked startup and besides steam and NVidia panel not much going on. any ideas? it did this on a brand new install of windows.

also for some reason, windows 11 update will not install, ran sfc /scannow and didn't help. thanks for reading

What did it say when you ran sfc?

Run msconfig and see what starts with your pc under the startup tab.

Do a scan with ADWCleaner and see what it shows.

Sfc found nothing

Msconfig has adobe, nvidia and origin on startup.

Even after fresh copy of windows it still had the hesitation. Im guessing its hardware related. Ill run the test later tonight.

I've ran my old tech tool that is a copy of the best buy tool. Cpu, ram, mb and video card all test fine. Hard drive test is ongoing but I stupidly hooked up one hard drive that is brand new so I might be wasting time.

On another note, I plugged in my windows 7 USB installer and it took 10+ mins to load up. Every other system has always ran fast installing windows.

Found the problem. The problem was the copy of Windows. Something was corrupt. Re-download from legit site and it installed and is running fine. Thanks for the help.
