At work right now but I'll snag hwinfo 64 when I get home and run a couple benches to see what temps the vrm's are getting upto and report back.

Ok so here is a temp breakdown for the guys asking for it.. after looping metro last light benchmark for 20 mins, max vrm1 is 60c vrm2 73c .. they idle at 31 and 33c respectively core temp maxed out at 72c with 44% fan profile... Still getting tiny tiny split second blips of downclocking into the 900's on afterburners graph.. but it seems to be random.

However metro LL benchmark scores seem to be inline to what review cards are showing, got a 68fps avg on metro LL

Max out the power target, +50%. No reason to use less. Do note that power target still doesn't work correctly in the beta drivers, you might need to go back to 13.12.

And turn down your OC, if you have one. If you can't keep clocks constant, an OC will just throttle harder and result in either minimal improvement or inconsistent frame rates.

power limit is already maxed in afterburner beta 19.. ccc says 0% tho.. not sure wich one to trust.. overclock is super modest @ 1050mhz and with temps at 62c there should be no reason to throttle correct?

Are you using catalyst 14.xx?

Those drivers are useless, power target does not work, and near any air cooled Hawaii part will throttle with them.

Edit: i see you are already on 13.12, so that's not the issue.

Try disabling MSI AB and using CCC, to see if that changes anything.

Not true, the primary throttle mechanism is not temperature, it's TDP.

The base TDP limit on these parts is well below their actual power demand in high load scenarios, even at stock.

I need +50% to never throttle at stock during stress testing, and even in gaming loads, I see throttling with anything below +20%.

Try having the Checkbox for OverDrive enabled but still use After Burner to OC. Check the monitor graphs for the voltage card is using while playing a game.

I second the +50. My cf 7950's throttle unless I raise tdp past +20. Do the registry edit or bios mod and set it to 50 and never worry about throttling.
