I think that is probably a good thing. If you have already bought your share of bandwidth you should not have to pay extra when you actually make use if that bandwidth. Or if you buy some amount of data transfer (say, 100 GB) then there should be no hidden fees on the lines of "what you are actually using it, well, pay us or we will throttle you to the GRPS speeds".

Where i live(outside of EU), we have to pay about $94 for 10Mbps/1.26Mpbs and digital tv, but it's uncapped and unthrottled so that's a good thing I guess.

Eh...This won't come our way (To the US) for a long time to come, unfortunately.

The FCC is in dire need of a revamp.

Sure they can't do that but the ISP's still data cap our mobile usage while we already pay the most out of all EU countries.

Our country is so freaking small how hard can it be to offer affordable mobile internet I mean really what went wrong and then there is the extremely slow rollout of 4G what is up with that also the speeds completely suck and the latency is far higher than it should be.
How can it be that America has better coverage than a country so much smaller yet so more densly populated all you need to do is put towers at the "randstad" and be done with it.

NL is one of the major hubs for Internet traffic to Europe along with France so where did it go wrong!

Seems simple enough.

How expensive would this be to do, and who would pay for it?

You got it. That said.

Fix the FCC before you will see changes in the states.
