Bizzare Infuriating Network Problem: Slow Upload

I've read all I can about this online, and tried everything I've come across. Since upgrading my internet (same ISP) the upload on my computer (not any others on the network).

It ranges from 0.2 megabits to 1. If I boot into linux I get 3, but that's far from the 8 megabits the other computers on the network get.

But the strange thing is, the problem seems to affect only certain programs. My browsers are affected as the internet tests I do are from the browser. OBS (streaming software) will not upload more then 0.2 megabits (about 20k). However utorrent can completely max out my upload.

I've tried stopping the WMI service and I have no traffic shaping software installed.

I have windows 8 so I hope the info you need is there.

As it turns out I do have traffic shaping software installed. I have the Killer Network driver with Killer Network Manager. I just found it, I disabled bandwidth control but it made no difference.

One more thing, I tried some drivers that did NOT include the killer network manager, just pure drivers, and still the same problem. My browsers cant upload (during internet speed tests) more then 300k/s. OBS can't upload more the 20k.

I could have missed this but have you tried onboard Lan if possible when I had killer nic it would randomly refuse to connect to my router for any type of work. Had to disable killer nic and use onboard if I needed to change settings.
