I like my rig performing tip top, so sometimes i just chaulk things up to malware and start over....
I regularly scan my system with Malwarebytes and Avast so it should be pretty clean. I use safe web browsing habits. And like I said, all my other games and daily tasks perform up to par with my expectations so any virus is highly unlikely to be the culprit.

Thought I'd report back on this thread one last time. Funny enough, over clocking my GPU 40 MHz and setting my own fan curve in EVGA Precision boosted performance a lot and everything is pretty smooth now. Besides Borderlands running like a charm, my Tomb Raider minimum FPS is up to 58 from 45. Pretty amazing if you ask me. GPU usage hits 20% higher than it used to just by using a custom fan curve. Very interesting.

Huh, interesting. i guess you were running a touch hot and getting thermal throttling. Ah well, glad you found a fix, happy gaming!

Since you have V-Sync on, you should probably disable that. If it's adaptive, definitely disable that.
V-Sync is similar to a power saving feature, often causes performance issues.

If you want to avoid screen tearing but keep the high performance of no v-sync, cap your FPS to 59 or something with it off.

Also, you have too much faith in your 8320.
The 2600K @ 4.0GHz can bottleneck a GTX 550 Ti in plenty of games.. and a 2600K at 4 would probably still outperform an 8320 that was running @ 5.0Ghz. For gaming that is.
