That hardware is all just fine as it is. I don't understand the concern for power efficiency when it likely won't reduce your power bill enough to justify the price of the hardware. The 9600GSO has more performance than Intel video would, at the cost of a few watts yes, but so what? you already own that hardware.
I say upgrade to 8.1 and be done with it. We have an old Athlon 3800+ machine with crappy Nvidia 6150 SE onboard graphics and 1GB of DDR1, running Windows 7 in our house and it honestly doesn't perform that badly. The majority of our other computers in the house are similar to what you have- Core2Duo or Core2Quad machines with 9600GSO's or 9600GT's. I see no reason at all to replace them yet, they still work just fine.

It has a modified BIOS as well from the previous owner who used it for folding. The GPU is at 100% fan so I had to install Rivatuner to bring the fan down to a reasonable level after boot. In the BIOS, though, the thing was screaming and it always annoyed the crap out of me. My mom never complained but I knew it was happening and It's been bothering me for 7 years.

so grab a stock bios and flash it back? I don't understand why you'd want to trash it just because of that.
If energy efficiency is really so important, forget Intel or a GT210 and grab one of those new AM1 APUs with the 25W TDP
