excessive ram usage

Hello, I am running windows 7 and awhile after I reboot, my RAM goes up to about 65-70% RAM usage and stays there. It does not go back down until I reboot again.

Also I notice very sluggish internet speeds though my internet speed test results are fine

could this be a virus or something using my internet and bandwidth?

I'm using Eset nod 32 antivirus and it has found nothing

I should note i'm using Corsair dominator platinum 2 X 4GB

Try running Malware Bytes.
