you can try that, too.

use the driver (13.12) to Uninstall. choose Express. Reboot, then run 13.12 again but this time Install and use Express again. Before rebooting>go to msconfig and uncheck CCC and raptr if present.

edit: but it seems like your card was following the plots on the graph based on the figure you attached.

if i have a non-ref 290, i'll just set the fan manually to 55 or 60% (depending on the noise) making sure the temps (core and vrms) stay below 80C during games.

EDIT: not only in furmark, also in games.

 

50% is the official limit by AMD. The reason is that AMD rated the max noise output of their stock cooler using this setting. And also that anything higher might cause you to become deaf. 

If you are not using a reference card, there is no reason why your card should be locked to 50%.
