Win7 Extremely slow file unzipping

This is a relative new install (December 2013) and recently I have been having files unzip incredibly slow. Using the built-in extractor they start at about 6MB/sec and end up at 40KB/sec. 7Zip starts at 6MB and ends at about 1.2MB. I have tried the unzip localized on my ssd and between ssd and hdd. I have searched around and haven't really found consistent solutions. Most were pointing at HDs but since I have tried on two different hard drives I would say that is not it. I still need to memcheck my memory again but it passed in December. Any other suggestions on where to look next would be appreciated.

What kind of contents?

Usually if you hammer it with a crapload of small files you'll see the transfer rate plummet.

It's generally more pleasant to make a TAR or similar and then compress that contiguous volume if that is indeed the case.

In my current case it is a magento theme. Which has over 5k files at this point. That totally slipped my mind. I will find a test zip of a single large file.
